A person is considered unemployed if they are a citizen who is not an old-age pensioner moreover, does not have a job and who, after registering with the territorial center of the Unified Social Service of the Ministry of Labor and Social Affairs serving their place of residence, has been granted unemployed status.

By registering with a territorial center, an unemployed citizen may be included in the following state employment programs:

• organization of work experience (internship);
• one-time compensation to the employer upon employment;
• organization of vocational training;
• provision of support for engaging in livestock farming;
• support to farms through the promotion of seasonal employment.

In addition to the above-mentioned programs, persons with disabilities may also be included in the following programs:

• “One-Time Compensation to the Employer for Workplace Adaptation”;
• “Partial Compensation of Wages and Provision of Financial Assistance to an Accompanying Person of a Person with a Disability.”

What Documents Are Required to Obtain Unemployed Status?

To obtain unemployed status, the applicant must apply to the Unified Social Service and submit the following documents:

1. passport or identification card;
2. if the applicant does not have an identification card, a certificate issued by the authority maintaining the State Population Register containing the Public Services Number (PSN), or a certificate confirming that no Public Services Number has been assigned; in the absence of these documents, a social security card;
3. relevant documents certifying education and professional qualifications, if available;
4. employment record book or other documents confirming employment history, or archival certificates, if the job seeker has been or is in an employment relationship with an employer;
5. military service record book, in the case of enlisted, non-commissioned, or commissioned personnel who have completed or are undergoing voluntary (contractual) military service in the armed forces or other troops, including those who have graduated from military educational institutions or completed relevant officer or sergeant courses; as well as persons who have completed compulsory military service and apply to the territorial center within six months of completing their compulsory military service;
6. a written application indicating contact details (telephone number and email address).
