The Social Package is available to public servants, employees of state schools, libraries, museums, concert organizations and theaters, a number of social care organizations, the Matenadaran, the Yerevan Metro, the Armenian Nuclear Power Plant and other state employees, as well as persons awarded the honorary title of People’s Artist of the Republic of Armenia.

The Social Package is provided to meet social needs, motivate employees, and enhance the attractiveness and efficiency of employment in the public sector.

Beneficiaries may use the funds provided to them for the following purposes:

• payment of tuition fees,
• provision of recreation (within the territory of the Republic of Armenia),
• payment of monthly mortgage loan installments,
• purchase of additional health insurance services.

Social Package funds may also be used for the following purposes:

• Payment for services provided by fitness and wellness centers, sports complexes, swimming pools and other sports organizations. The service may be used by the beneficiary and/or an immediate family member,
• Payment for additional healthcare services not covered by the health insurance package, such as dental services (therapeutic and surgical). The service may be used by the beneficiary,
• Repayment of a student loan subsidized by the State. The service may be used by the beneficiary and/or an immediate family member,
• Payment of fees for educational institutions implementing preschool education programs, including kindergartens and preschools,
• Payment of monthly installments on all mortgage loans provided for the acquisition or construction of property.

Funds accumulated in Social Package accounts may be withdrawn in the following cases:

1. when the employee becomes entitled to receive a pension or when their right to benefit from the Social Package terminates, provided that no Social Package funds have been transferred to their Social Package account for at least three months;
2. in the event of the employee’s death, by the heir, when the funds available in the Social Package account are inherited in accordance with the law;
3. as reimbursement of social payments made within the framework of the funded pension system. In the latter case, the entire amount accumulated in the employee’s Social Package account may not be withdrawn. The beneficiary may withdraw only the balance available in their Social Package account as of January 1 of the current year, up to an amount not exceeding the total social payments calculated and transferred during the previous year. After withdrawing the funds under this option, the remaining balance in the Social Package account may be used by the beneficiary for tuition fees, recreation, monthly mortgage loan payments, and the purchase of additional health insurance services.
