Self-Employment Support Program for Persons Displaced from Karabakh

Persons displaced from Karabakh may receive state support to start entrepreneurial activities.

To benefit from the Program for Promoting Self-Employment of Persons Displaced from Karabakh, applicants must register on the e-work.am platform and indicate their intention to participate in the Program.

Application Process

  1. The citizen registers on the e-work.am platform by entering their name, surname, Public Services Number (PSN), email address and phone number.
  2. An activation link sent by email. The applicant follows the link and sets a password.
  3. The applicant logs into the system and navigates to “Employment Programs and Applications” Nagorno-Karabakh Self-Employment Program.
  4. The applicant reviews the Program participation conditions and provides the required confirmations:
    • Selection of a territorial center of the Unified Social Service,
    • Indication of the intention to participate in the Program,
    • Consent to data verification,
    • Confirmation of being informed about the legal consequences of providing inaccurate information.
  1. The applicant confirms the application.
  2. The system conducts checks against relevant information databases, as a result of which:
    • If the eligibility requirements are met, the application is approved;
    • If the requirements are not met, all grounds for rejection of the application are displayed.

Within the framework of the Program, beneficiaries receive support for business training, a grant for implementing business plans developed upon completion of the training and receiving a positive assessment, as well as business mentoring support for a period of at least 12 months.

The grant for carrying out entrepreneurial activities is provided for 70% of the amount specified in the business plan, but not more than 2,000,000 AMD.

Following the launch of the entrepreneurial activity, 50% of the grant amount is transferred, or up to 70% in cases where the acquisition of fixed assets is necessary. The remaining amount is transferred to the beneficiary after one year of business activity.

If the entrepreneurial activity continues for an additional 6 months after the initial 12-month period, and the annual turnover amounts to 3,000,000 AMD reimbursement of expenses for the acquisition of fixed assets is also provided, in an amount of up to 1,000,000 AMD.

Eligible Beneficiaries

The Program is available to persons who:

  • are family members of a beneficiary of the State Housing Support Programs for Persons Displaced from Karabakh who has received and utilized a certificate;
  • are not employed or providing services or performing work under a civil-law contract;
  • are not registered as an individual entrepreneur and do not engage in notarial activities;
  • are not enrolled in full-time education;
  • are not performing compulsory military service;
  • have not been employed as a tax-paying employee during the previous 3 months.
